Ingresos por programa de incentivos a la mejora de la gestión municipal y cumplimiento de metas en la municipalidad distrital de belén, periodo 2020 - 2022

Abstract

El objetivo del presente estudio fue determinar la incidencia del cumplimiento de metas asignadas a la Municipalidad Distrital de Belén sobre en la recaudación de ingresos por el Programa de incentivos a la mejora de la gestión y modernización municipal en el periodo 2020 - 2022. La metodología fue descriptiva, se utilizó la información de ingresos por el Programa de Incentivos y los reportes de cumplimiento de metas de la Municipalidad Distrital de Belén de los años 2020 al 2022. Los resultados muestran que la municipalidad cumplió con las metas asignadas por el Programa de Incentivos durante los años 2020 y 2021, percibiendo ingresos de S/. 3 642 558 y S/. 1 346 117, montos muy superiores a los estimados inicialmente por el Ministerio de Economía y Finanzas. Asimismo, en el año 2022, la municipalidad no cumplió con todas las metas asignadas y su captación de ingresos por el Programa de Incentivos fue menor a lo estimado inicialmente. Finalmente, la participación porcentual de los recursos por el Programa de Incentivos en el rubro Canon y Sobrecanon para los años 2020, 2021 y 2022 fueron de 77,8%, 38,4% y 31,9% respectivamente.

The objective of this study was to determine the incidence of compliance with the goals assigned to the District Municipality of Belén on the collection of income for the Incentive Program for the improvement of municipal Management and Modernization in the period 2020 - 2022. The methodology was descriptive, It was used to income information for the Incentive Program and the reports of compliance with the goals of the District Municipality of Belén from the years 2020 to 2022. The results show that the municipality met the goals assigned by the Incentive Program during the years 2020 and 2021, receiving income of S/. 3 642 558 and S/. 1,346,117, amounts much higher than those initially estimated by the Ministry of Economy and Finance. In addition to, for 2022, the municipality did not get all the assigned goals and its collection of income from the Incentive Program was lower than initially estimated. Finally, the percentage participation of the resources for the Incentive Program in the category Canon and Sobrecanon for the years 2020, 2021 and 2022 were 77.8%, 38.4% and 31.9% respectively.
