This research analyzes the Pavement Surface Condition through the PCI Methodology and seeks to find the relationship with the National Vehicle Regulations (Title V: Vehicle Weights and Measures), focused on the traffic of vehicles of category N3 of vehicle configuration C3 and 8x4, on the Grifo Móbil - Universidad Continental Section. In order to develop the PCI methodology, faults were recorded in 60 sample units, noting the severity, size and number of faults, divided as follows: 17 sample units for the Grifo Móbil - Calle Agricultura uphill lane section, 17 sample units for the Grifo Móbil - Calle Agricultura downhill lane section, 11 sample units for the Calle Agricultura - Posta Médica de San Jerónimo section and 15 sample units for the Posta Médica San Jerónimo - Universidad Continental section. This work was carried out using tools such as an odometer, aluminum ruler, tape measure and the catalog of faults according to the PCI methodology. On the other hand, for the analysis of Title V: Vehicle Weights and Measures of the National Vehicle Regulations, vehicle counts were carried out separating the traffic of empty, loaded and overloaded dump trucks of C3 and 8x4 vehicle configuration. This segregation during the count was done to see the incidence of that particular type of traffic with respect to the total traffic of vehicles during a week. Likewise, the trucks that were overloaded were cubed and the specific weight of the materials transported was used to calculate how much load, overload and total vehicle weight circulate on our roads. Additionally, parameters such as the technical data sheets of the manufacturers of trucks in that category and the technical data sheet of the tire manufacturers used by those trucks were considered. The results of the PCI methodology were: 56 with a “Good“ rating for the Grifo Móbil - Calle Agricultura uphill lane section, 53 with a “Fair“ rating for the Grifo Móbil - Calle Agricultura downhill lane section, 8 with a “Failed“ rating for the Calle Agricultura - Posta Médica de San Jerónimo section and 48 with a “Fair“ rating for the Posta Médica San Jerónimo - Universidad Continental section. Likewise, this last section has a PCI value of 24 with a “Very Poor“ rating for the uphill lane and a PCI of 78 with a “Very Good“ rating for the downhill lane. In this last section, there is a clear incidence between dump trucks entering the city of Cusco with overload (to supply the demand for materials) versus dump trucks leaving mostly empty. As a result of the calculation of the overload of these dump trucks, most of the C3 dump trucks circulate with 60 tons of TVW and the 8x4 dump trucks circulate with 65 tons of TVW, which represents 242%, 173% and 153% of excess according to the parameters established in the National Vehicle Regulations, the dump truck manufacturer's technical data sheet and the dump tire manufacturer's technical data sheet, respectively. Considering that the National Vehicle Regulations indicate that the maximum tolerance allowed for TVW is 3%.
