Abstract: En el Perú, la industria de la construcción a pesar de ser una de las más artesanales es un sector de vital importancia, no solo porque agrupa a los proyectos de infraestructura, los cuales dinamizan la economía nacional mediante el incremento de la inversión, sino también por su relación con las demás industrias, a través de la demanda de insumos y materiales de construcción.
Estudios demuestran que en la mayoría de los casos el control de costos se hace con procesos distintos al del control de plazos, además de existir diversidad de estructuras organizacionales. De igual forma, se identificaron los principales factores que originan los sobrecostos y retrasos: cambios de diseños, suelos, contrataciones deficientes, evaluación inexacta de los presupuestos y la programación, condiciones climáticas con énfasis en las lluvias.
El presente estudio propone un procedimiento para la organización, control y optimización de costos en proyectos de construcción, mediante un trabajo de campo (obra en construcción) para identificar insatisfacciones de los métodos usados por las constructoras para el control de costos y tiempos.
La metodología emergente aplicada es el del Valor Ganado, pues nos permiten comparar el desempeño de ejecución presentado a través del desarrollo de la obra frente al desempeño programado, mediante las dimensiones de uso de recursos (presupuesto) y del plazo de ejecución (programación). Así, es posible identificar sus variaciones (adelantos y retrasos) permitiendo la implementación oportuna de acciones correctivas que reorienten el desarrollo del proyecto hacia una conclusión exitosa.
In Peru, the construction industry, despite being one of the most artisanal, is a sector of vital importance, not only because it brings together infrastructure projects, which boost the national economy by increasing investment, but also due to its relationship with other industries, through the demand for inputs and construction materials. Studies show that in most cases cost control is done with processes other than deadline control, in addition to the diversity of organizational structures. Similarly, the main factors that cause cost overruns and delays were identified: design changes, soils, poor contracting, inaccurate evaluation of budgets and programming, weather conditions with emphasis on rain. This study proposes a procedure for the organization, control and optimization of costs in construction projects, through field work (construction work) to identify dissatisfactions of the methods used by construction companies to control costs and times. The emerging methodology applied is the Earned Value, as it allows us to compare the execution performance presented through the development of the work against the scheduled performance, through the dimensions of use of resources (budget) and execution time (scheduling). Thus, it is possible to identify its variations (advances and delays) allowing the timely implementation of corrective actions that redirect the development of the project towards a successful conclusion.
