This research work has been developed based on the budget for the expenditure of public sector entities in the Cuzco region increased significantly during the period 2005-2014, while the accumulated personal spending growth has concordant as mentioned, considering that the funding comes primarily from license canon and over canon, the same that are subject to restrictions on assignment in terms of staffing and on the other hand, the application of the regulations of the National System budget, the Regional Government Cusco, makes programming and budget formulation, according to the scale of priorities, guidelines and limitations on changes that it establishes. Therefore, recruitment by the Regional Government of Cusco Headquarters, will be through other forms affecting the regulatory framework. The budget for spending on staff at Headquarters Cusco Regional Government during the period 2005-2014, has been determined according to the style of management of each regional president and making decisions on resource allocation. Labor legislation in the allocation of resources for staff in the budget Headquarters Regional Government of Cusco during the period 2005-2014, on remuneration, applies considering the limitations and prohibitions in terms of programming and formulation the budget and the new labor regime established for the public sector called Public Procurement Service for its acronym in spanish; Contratación Administrativa de Servicios (CAS). In this way, the budget dynamic is expressed in relation to the recruitment at Headquarters of the Regional Government of Cusco during the period 2005-2014.
