The objective of the research was to determine the factors that impact when implementing the goals of the municipal incentive program. Its methodology was of non-experimental descriptive design, with a non-probabilistic sample of 30 officials of municipal institutions. Public policies to improve municipal management are defined, with their respective incentives; but, problems in server capabilities continue. Low results in initiative and autonomy in the performance of daily tasks. The same results are had in the issue of speed in the solution of problems. There is an absence of assertiveness, 70%, never or some cases were assertive in their relationships with others. 53.33% have many or regular problems in defining the technical criteria of public planning and budgeting. Technical assistance is limited, 80% have never or sometimes received it. Regarding the acquisition of goods and services, 66.67% have rarely had problems in defining their needs tables. In training and experience, a terrible result, 63.33% stated that the public servants who work in the institution, were null or sometimes trained, accepting the alternative hypothesis, there are not many training and experience actions.
