The present study, -Thesis to obtain the Academic Magister Degree - develops the rural-urban sustainability framed in the Local 21 Agenda focused in the New Public Management (NPM) for the ambit of peruvian Loreto region located in the amazon rainforest where native etnias coexist with migrant communities in lower amazon river under a local government that has a strong religious influence of the “Israelite Mission of the New Universal Covenant” who make up the Popular Agricultural Front FIA of Peru - FREPAP. Through an exhaustive documentary review and interviews with officials of the Loreto Regional Government and other decentralized public offices was possible to identify normative, organizational and planning elements of the New Public Management (NPM). Likewise the intensity measurement index of this managerial technique used by the Regional Infrastructure Management in a practical way was determined. This has also allowed to know the level of development of the district of San Pablo in the province of Ramon Castilla. The research contrasts this index with indicators for the sustainability in rural-urban forests communities proposed framed on Agenda 21 Local, concluding that there is a strong association between these two variables, however, application of the New Public Management in the Infrastructure sector of the Regional Government of Loreto is not related with the proposal and development of a rural-urban Planning Model. The empirical application of this model was done considering as a sustainable development pole the community of Alto Monte of Israel and as satellites the forests communities of the jurisdiction of San Pablo district.
