Diseño arquitectónico de la nueva sede institucional de la Municipalidad Provincial de Maynas en el periodo 2019

Abstract

El estado peruano en los diversos niveles de gobierno, establecen normas que regulan la construcción y funcionamiento de los diferentes tipos de establecimientos que operan en nuestro país, con el objeto de establecer las condiciones mínimas de habitabilidad en sus instalaciones para el bienestar de sus ocupantes, sin embargo, resulta contradictorio en aquellas entidades o locales públicos que incumplen lo antes referidos, generando una percepción negativa y desinterés en la misma población y por ende provoca la informalidad en el actuar de mucho de ellos, consecuentemente, ponen en riesgo la salud y seguridad de sus propios ocupantes. El presente caso de estudio trata sobre la situación actual de la Municipalidad Provincial de Maynas, el cual ha rebasado su capacidad e incumple los parámetros básicos de habitabilidad. El trabajo realiza un análisis técnico – reglamentario, el cual concluye en una propuesta de diseño arquitectónico, cuya solución espacial y funcional se adapta a su entorno construido y proyectado, incorporando un sistema de acondicionamiento ambiental pasivo. Todos estos aspectos deben promover la integración del edificio a la ciudad y la ciudad al edificio, generando un sentido de pertenencia.

The Peruvian state, in the different levels of government, establishes regulations that regulate the construction and operation of the different types of establishments that operate in our country, in order to establish the conditions of habitability, functionality and safety in its facilities for the well-being of its occupants, however, is contradictory in those entities or public premises that fail to comply with the aforementioned and generate a negative perception and disinterest in the same population and therefore causes informality in the actions of many of them, consequently, they put the Health and safety of its own occupants. The present case study deals with the current situation of the Provincial Municipality of Maynas, which has exceeded its capacity and breaches the basic parameters of habitability. The work carries out a technical - regulatory analysis, which concludes in an architectural design proposal, whose spatial and functional solution adapts to its built and projected environment, incorporating a passive environmental conditioning system. All these aspects should promote the integration of the building into the city and the city into the building, generating a sense of belonging.
