Diagnóstico del uso de los recursos del Canón Minero y Gasífero en el presupuesto de las Municipalidades de la provincia de Canchis, periodo 2014-2015.

Abstract

El canon es la participación de la que gozan los gobiernos regionales y locales sobre los ingresos y rentas obtenidos por el Estado por la explotación económica de recursos naturales. A las municipalidades de la provincia de Canchis les corresponde la distribución de los recursos del canon minero y gasífero. En el periodo de los años 2014 al 2015 se les ha asignado un presupuesto de S/ 135,612,164.00; la ciudadanía de los distritos de la provincia de Canchis, tienen el interés de conocer cómo se utilizan estos recursos y si en su utilización se beneficia a la población. El presente trabajo de investigación pretende identificar los criterios d distribución de los recursos del canon minero y gasífero en el presupuesto de las municipalidades de la provincia de Canchis en el periodo 2014-2015 y, evaluar en qué medida los proyectos de inversión definidos en el presupuesto participativo se ejecutan, estableciendo su relación con las funciones de su competencia y determinar si satisfacen las necesidades población de los distritos de la provincia de Canchis. La investigación tiene un enfoque cuantitativo de alcance descriptivo, de diseño no experimental. Se ha analizado la información presupuestal de los años fiscales 2014 y 2015 de las municipalidades de los distritos de la provincia de Canchis: Sicuani, Combapata, Checacupe, Maranganí, Pitumarca, San Pablo, San Pedro y Tinta. Los resultados obtenidos muestran que las municipalidades de la Provincia de Canchis, para la asignación presupuestal no han respetado los proyectos aprobados en el presupuesto participativo; de los 270 proyectos aprobados sólo han contado con presupuesto institucional modificado 159, que significa el 59%. Por otra parte, las municipalidades han priorizado en su presupuesto las funciones de Educación y Saneamiento con un 19.93% y 14.18%,respectivamente y la función Agropecuaria tiene una ejecución de 11.33% del presupuesto, mientras que la función Comercio apenas llega a un 1.57%, siendo estas dos últimas las actividades económicas más relevantes de la Provincia de Canchis. En conclusión, las municipalidades de la Provincia de Canchis, para la distribución de los recursos del canon minero y gasífero, aplican en forma parcial los criterios de presupuesto participativo y las funciones que son de su competencia y satisfacen parcialmente las necesidades de la población.

The results obtained show that the municipalities of the Canchis Province, for the budget allocation have not respected the projects approved in the participative budget, of the 270 projects approved have only had institutional budget modified 159, which means 59%. On the other hand, municipalities have prioritized in their budget the functions of Education and Sanitation with 19.93% and 14.18%, respectively, and the Agriculture and Livestock function has an execution of 11.33% of the budget, while the Commerce function barely reaches 1.57% , The latter two being the most important economic activities of the Province of Canchis.
