The hydrocarbons and liquid fuels sector are one of the sectors with the greatest impact on the daily life of Cusco households; however, volatility in fuel prices can create instability and uncertainty for end consumers when international oil prices suddenly fluctuate. The objective of the research is to examine the effect of a mechanism that seeks to reduce the volatility of fuel prices: The Fund for the Stabilization of Prices of Fuels Derived from Petroleum or FEPC. We take advantage of the exogenous variation caused by the collapse of crude oil prices during the 2014-2015 period together with a difference- in-differences strategy to identify the impact of the FEPC on local liquid hydrocarbon prices. The research has an explanatory scope and a quasi-experimental design. The population is composed of gas stations and service stations in the Cusco region and historical information on prices at gas stations and service stations is used to identify two groups of fuels: A first group affected by the FEPC that includes Diesel B5 and the Bulk LPG (treatment group), and a group that is not subject to the FEPC and that includes Gasohol (control group). The main results suggest that the FEPC has restricted the reduction in the price of Diesel B5 fuel in the Cusco region, keeping it within the price band established by Osinergmin, especially when there are extreme variations in the international price of oil, as occurred during the period 2014-2015.
