This thesis is an analysis of the application of International Convention No. 169 of the International Labour Organization ( ILO), on Indigenous and Tribal Peoples, an international treaty approved on December 2, 1993 on Lot 191, located in the province of Tambopata of the department of Madre de Dios, from the experience of lot 192, since 1971, studying its form and mode of application and its results in the reality of the native peoples involved in hydrocarbon operations in lot 192. It also highlights the importance of the description and importance of indigenous peoples with their livelihood, properly the environment that surrounds them, and finally how it affects the way of life of hydrocarbon operations in these territories, this to understand the importance of a correct application of ILO Convention 169, for hydrocarbon operations. This thesis makes an analysis of ILO Convention 169, and its application in Peru from the perspective of legal, constitutional and supranational norms in lot 192, in order to obtain and know the correct application of the convention mentioned in lot 191, in order to safeguard the rights of the native community el Pilar, and mitigate the potential negative impacts arising from hydrocarbon operations The native community El Pilar, is a town object of prior consultation, and it is necessary to observe the mode and form of its application, comparing the before, during and after the prior consultation in lot 192, constituting an experience of great importance to be able to enrich mainly the stage of information towards the community El Pilar, and thus achieve the protection of the environment in which they live, a correct benefit, and benefit in this community, which incidentally is one of the purposes contemplated by ILO Convention 169.
