The COVID-19 pandemic and its rapid spread had a negative impact on economic activity around the world. The immobilization measures adopted by the countries generated a drop in their tax revenues, explained by lower economic activity; and an increase in public spending to develop various measures with the aim of containing the pandemic. However, since the beginning of 2021, with vaccination programs underway, many countries began the process of reopening their economic activities, thus generating a greater need for energy, translated into a greater demand for oil and its derivatives. In addition, given the lower production of oil by OPEC, the price of oil has continued to strengthen and has maintained its upward trend since mid-November 2020. Thus, in this context and during the first quarter of 2021, the local market experienced an increase in the consumer price of diesel for vehicle use (hereinafter UV diesel). For this reason, an interdisciplinary work was called between the Minem and the MEF to adopt temporary measures to reduce the negative effects of the high volatility of the international price of oil on the consumer price of UV diesel. Thus, these measures must generate greater predictability for economic agents regarding the behavior of the consumer price of UV diesel; as well as having a fixed fiscal cost that does not affect the fiscal sustainability of the country. In this sense, this report develops the technical evaluation for the temporary inclusion of UV diesel in the Fund for the Stabilization of Petroleum-Derived Fuel Prices (FEPC) in 2021. Thus, it is shown that the temporary inclusion of Diesel in the FEPC through Supreme Decree No. 006-2021-EM for ninety calendar days, allowed the price of UV diesel to be temporarily stabilized.
