Abstract: El presente estudio académico se encuentra enmarcado dentro de las disciplinas del Derecho Civil y Administrativo, con el objetivo primordial de examinar la influencia de las políticas públicas en la prevención de accidentes de tránsito en el Perú durante el año 2023. Para alcanzar este fin, se desarrolló un marco teórico exhaustivo y de alta rigurosidad académica, el cual no solo abordó la problemática central, sino que también delineó los supuestos jurídicos claves para un análisis exhaustivo, profundo y detallado. Metodológicamente, se optó por un enfoque cualitativo, de tipo básico y nivel descriptivo, con un análisis hermenéutico, seleccionando como población de estudio las investigaciones jurídicas y la legislación comparada existente. Esta aproximación metodológica permitió descifrar hallazgos que condujeron a interpretaciones comparativas y conclusiones reveladoras. Así mismo, el estudio se aventuró en el análisis de las implicaciones prácticas de las políticas públicas en la vida cotidiana de los ciudadanos, poniendo especial énfasis en cómo estas políticas pueden ser reformuladas o mejor implementadas para lograr una reducción tangible en los índices de accidentes de tránsito. Se identificaron áreas críticas de mejora y se destacaron ejemplos de buenas prácticas a nivel internacional que podrían servir como referencia para futuras reformas en el Perú.
This academic study is framed within the disciplines of Civil and Administrative Law, with the primary objective of examining the influence of public policies on the prevention of traffic accidents in Peru during the year 2023. To achieve this goal, an exhaustive theoretical framework of high academic rigor was developed, which not only addressed the central issue but also outlined the key legal assumptions for a comprehensive, deep, and detailed analysis. Methodologically, a qualitative approach was chosen, of a basic type and descriptive level, with a hermeneutic analysis, selecting as the study population the existing legal research and comparative legislation. This methodological approach allowed for deciphering findings that led to comparative interpretations and revealing conclusions. Likewise, the study ventured into the analysis of the practical implications of public policies on the daily lives of citizens, with special emphasis on how these policies can be reformulated or better implemented to achieve a tangible reduction in traffic accident rates. Critical areas for improvement were identified, and examples of good international practices that could serve as a reference for future reforms in Peru were highlighted.
