ABSTRACT Objective: This framed in the field of architecture and urbanism, research determines the relationship between the characteristics of a public open space and the use of a closed public space like a library. From this perspective the spaces seek to create conditions of interaction from the open public spaces through spaces of active or passive recreation where social practices that "cause" cultural and educational changes, they give the public open spaces should be environments approaching people to learning. This action aims to provide not only an urban value to the city of Cajamarca, but a cultural and educational growth as due to the growth of the city, these spaces have lost functionality and interest, indispensable for maintaining the identity and generate development in the city . Method: Descriptive, transactional, not experimental. By diagnosing public spaces (park and public library) in Cajamarca and case analysis Library Parks nationally and internationally First described in Cajamarca District demographically and economically, this will help us to find the features that have the population and its growth through the years to a projected 20 years. It then analyzes with an analysis of public spaces in the District of Cajamarca, which will help us determine the situation and / or need for these spaces. The analysis of national and international cases will serve to validate the features that require these spaces, initially supported the theory. Next, the common characteristics of both spaces is related by a matrix that will determine which of these characteristics are more relationship. Conclusions: necessary and most important features that should have both public spaces and the relationship between them to achieve the best use of a library is determined.
