The construction sector seeks to modernize cities making them competitive and inclusive. In this way, it ensures that these cities can have an important productive potential (Vega Polanco, 2021). However, the problem identified is characterized by the existence of Works for Taxes that do not meet the deadlines (time) and budgets (costs) of execution. According to the data presented by the Comptroller General of the Republic (2023), there are 1,879 state projects paralyzed nationwide, due to a variety of reasons, such as contractual violations (13.7%), disagreements, disputes and arbitrations (5.1 %); situation that generates delay in the implementation of the benefits that should bring to society, in addition to generating economic losses for the private sector, the State and the population. The solution is part of ensuring that the works are put into operation within the estimated period and with the planned budget. For this, the consultant "ConstruyeT" is proposed, an expert consultant in Works for Taxes that will agree on the needs of the mining communities with the companies, and will provide consultancy to the private company for the processing before the MEF of the Works for Taxes and will monitor the construction company chosen to safeguard the interests of the private company contracting the consultant. This business solution contains in its economic feasibility section the figures of the initial investment, which amounts to S/ 334,242 and will be financed 40% with the provision of shareholders and 60% by bank financing. The cost of autonomous funds (COK) equals 11.86%. For the calculation of the COK Soles, the "Capital Asset Pricing Model" - CAPM model was applied, and for the calculation of the WACC, the COK was converted to Soles with the annual devaluation and a value of 8.66% was obtained. In addition, the present value of the total social benefits and costs was obtained, which resulted in a social NPV of S/ 40.2 million.
