The results of the allocation of mining royalties to local administrations show that over the years, the goals set for closing the gaps in basic public services and infrastructure have not been achieved, to the point of being deficient in some periods and places. Additionally, the aforementioned caused various collateral and negative effects such as unspent budget balances, poor public management, tax inactivity, and corruption in districts with the highest percentage of budget allocation. In the Ancash region, the province of Huari is the most benefited by the mining canon and mining royalties with an average percentage of 49.8%, within its districts we have San Marcos who occupies 52.8% of that budget, this being the highest and at the same time questioned by the lack of proper management and use of the allocated budget, having year after year high unspent budget balances, in addition to the existing distortions compared to other districts were observed. Faced with this problem, this research work proposes the creation of an infrastructure trust fund to address the distortions resulting from the distribution of the budget from the mining canon in the districts of the province of Huari, in order to close the existing gaps with respect to poor infrastructure and at the same time generate better indices of welfare in the population, designating the trust fund 10% of the annual unspent budget balances from the mining canon, for the realization of prioritized projects that pose a real impact on the quality of life´s population.
