This work compares the effect of Solid Waste Management Plans (PMR) in the districts of La Molina and San Isidro, from the city of Lima. The methodology for this work was documentary review of Communication for Development (CD), content analysis of PMR from both districts, one focus group for La Molina neighbors, face-to-face interviews for San Isidro neighbors and one in-depth interview with the municipal official in charge of the execution of the PMR from each district. Results indicate that the neighbors of both municipalities have knowledge and attitudes in favor of the correct segregation of solid waste, but we find limitations in their habit on compliance from recycling at home. Our hypothesis aims to a sub estimation of the communicational aspect in PMR from CD recommendations. In conclusion, the work maintains that in the elaboration of both plans the topics of inclusion and constant sensitization of the neighbors haven’t been added in this program of solid waste management. In addition, the perception of non-compliance with eco-friendly advertising and environmental policies discredits municipal efforts by reducing the trust and willingness of neighbors to support their initiatives.
