Peru, the country where we live, is one of the countries most affected by poverty, social inequality and inequity, as well as the increase on vulnerable populations in Latin America. Over the years, through government policies, poverty was reduced from 27.8% in 2011 to 20.2% in 2019 according to the INEI, a great advance in numbers but still insufficient to reach the standards of the OECD countries. In this context, it is understood that poverty influences the satisfaction of the population's basic needs and their access to education and others. Education becomes the main way out of poverty, this based on the theory of Mankiw, Romer and Weil (1992) that ensures, unlike the Growth model of Solow - Swan (1956), that apart from the factors of production classics such as Capital (K) or Labor (L), there is another important factor of production that is Human Capital (H) under the premise that by increasing investment in the worker's knowledge, knowledge and learning by doing, total factor productivity grows and becomes faster. In order to help in this, the National Program of Scholarships and Educational Credit (PRONABEC) is created, with the mission of ensuring that society is equitable, promoting access, permanence and completion of careers in higher education by people of low economic resources and high educational performance. By reviewing the methodology of the program, the great impact of investment in young human capital is obtained to reduce the percentage of the population in poverty or extreme poverty in the country, generating economic development and a mass of highly trained professionals.
