In Peru, at the level of provincial roads that are generally classified as second order, road maintenance management is insufficient. The institutions in charge have not compiled enough information on the technical characteristics of these roads to manage and schedule interventions and prevent premature deterioration of the roads. The problem observed at a general level in the second order highways of Ecuador is the premature deterioration of the roads, either due to the materials that constitute them, insufficient inspection or designs that do not correspond to reality. In the present investigation the problem of the study was how to manage road maintenance, seeking to reduce road maintenance costs on the neighborhood road: after carrying out the basic studies and with a technical basis in the Road Maintenance or Road Maintenance Manual 2018, it was determined that the road It has a bad state of conservation, so as part of the solution it was to consider a section with routine maintenance, that is to say, the set of activities for immediate correction of defects, and another with periodic maintenance, those duly scheduled activities that are necessary due to traffic demand and/or weather conditions that were not considered when the road was built. As part of the management model, the activities for routine maintenance and/or periodic maintenance are determined to preserve the useful life of the road infrastructure, reduce costs and guarantee adequate transitability, favoring the inhabitants of the areas of influence with the exchange of products more efficiently, improving their living conditions and promoting the development of their towns. This regulation implements the general law of land transport and transit, defines the guidelines for the technical standards of planning, studies, designs, construction and maintenance of road infrastructure at the national level for its optimal administration in accordance with the objectives set forth in the law
