Social Exclusion has been a long-standing feature of Latin America. Countries in the region have been promoting, the last twenty years, transformation or construction processes of their social protection systems aimed at reducing poverty and social exclusion. Conditional Cash Transfer (CCT) programs were created with this objective. The evidence shows that the CCT are having positive impacts in terms of reducing inequality in income distribution; however it is not conclusive in other aspects of poverty and social exclusion. This dissertation is an examination of the old and new phenomena of social exclusion that are emerging due to the implementation of the CCT programs. The case of JUNTOS (Peru) is analysed. Attention has been focused on CCT from a rights-based approach as a means for the effective reduction of poverty and social exclusion and the first step toward building inclusive social protection systems.
