This thesis, titled "Preference Rules Regulated in Supreme Decree No. 168-2020-EF of 2020 and Supreme Decree No. 162-2021-EF of 2021 and Their Impact on the Participation of SMEs in Public Procurement in the Lima Region Between 2020-2023," aims to analyze the benefits granted to SMEs for economic reactivation in the context of the COVID - 19 pandemic and how these benefits impacted their participation in public procurement with the Peruvian State. To achieve this, the amendments to the regulations of the Public Procurement Law No. 30225 from its inception to the present were examined. Additionally, data and reports sourced from the The Supervising Agency of the Government Procurement - OSCE were analyzed. Finally, interviews with specialists and a survey of a sample of SME entrepreneurs were conducted. The main finding is that there was no significant increase in SME participation in public procurement, despite the benefits provided by the State. This is attributed to the fact that the increase in participation is directly proportional to the number of procurement processes undertaken. The research is divided into five chapters. On one hand, it presents the research problem, the hypothesis, and the theoretical framework. On the other hand, it provides statistical analysis of SME participation in public procurement. Subsequently, the research methodology is presented. In the next chapter, the results obtained from the interviews and the applied survey are discussed. Finally, conclusions and recommendations are provided, which may be useful for future amendments aimed at providing benefits to SMEs.
