Peru is a highly seismic country, since it is located in the Pacific Ring of Fire. There are historical records of “severe earthquakes” that have caused serious structural damage, leading to loss of human and material lives. Due to the fact that in the country there is a lot of informality in construction, and also the health facilities have inadequate installed capacity, which reflects the precariousness of the health systems of the Peruvian state. For this reason, it is of utmost importance that these facilities have a good structural and non-structural behavior in the event of an earthquake in order to safeguard lives. In the present investigation, the district of Santa Anita Lima Peru was taken as the study area, using the Pareto principle, it was established that by ensuring the good seismic and structural performance of 20% of the state facilities in Santa Anita, which are: Hospital Hermilio Valdizan Santa Anita, Hospital Jorge Voto Bernales Corpancho Santa Anita and Clínica Municipal de Santa Anita, it will be ensured that medical assistance to 80% of the population in Santa Anita Lima, which is insured and uninsured, can be safeguarded. In the present investigation, the structural and non-structural seismic performance of the Santa Anita Lima Peru municipal clinic was estimated by means of the incremental dynamic analysis (IDA ), subjecting the building to different levels of intensity. The quantitative results indicate that the structure is more vulnerable in the Y−Y direction compared to the X−X direction, with a higher probability of damage. In the Y−Y direction, the structure withstands a maximum ground acceleration (PGA) of up to 0.6906 g for a 50% probability of collapse prevention (CP) and up to 0.5954 g for a 50% probability of damage control (DC). For non-structural elements sensitive to displacement and acceleration, it supports a maximum ground acceleration (PGA) of up to 0.1674 g for 50% probability of damage control (DC), and up to 0.0668 g for 50% probability of damage control (DC), respectively. These values establish key thresholds for evaluating the ability of the clinic to withstand severe earthquakes and apply seismic mitigation measures.
