The public health system in Peru, is not characterized by optimal resource management or quality of care for those who need it most, and as part of the system, there are various health facilities dedicated to the care of a certain demographic group; these are divided into Integrated Health Networks (RIS), depending on which health regulatory entity they are assigned to. This is the case of the ABC Hospital level II-1, belonging to the MINSA network, whose care is covered by the Integrated Health System (SIS). In recent years, the large influx of patients showed a constant risk of not meeting needs with the amount of projected resources. From the analysis carried out, it was identified that this problem is due to poor management of its administrative and logistical system, with an emphasis on the misuse of the Multiannual Needs Table (CMN); in view of this situation, four solution alternatives were proposed and contrasted through the use of KPIs and the Alternative Weighting Matrix; establishing that three of them would form a joint solution, which seeks to improve the management, control and supervision of processes, through the implementation of a capabilities approach, updating the Operations and Functions Manual (MOF), and support tools such as the Administrative and Healthcare Risk Matrix (MRAA); with the purpose of improving the quality of health service delivery and the management of hospital assets.
