This research work analyzes the National Multisectoral Policy on Disability for Development by 2030, specifically service 15 called "Special Basic Education Center” (CEBE) for children, adolescents, youth and adults in a situation of severe disability who require permanent and specialized support”, for this, a comparative analysis of the service provided in two CEBEs was carried out, one located in the Province of Pisco, and another in the district of La Perla, of the Constitutional Province of Callao. In order to analyze compliance with the service, interviews were conducted in June with directors, teachers, and parents of the aforementioned CEBEs, as well as with a public official from the Regional Government of Ica and MINEDU. It is important to highlight that, although the CEBEs analyzed are located in different Provinces, they have many similarities in terms of service delivery limitations, such as lack of coverage of the specialized and interdisciplinary team, deficiencies in infrastructure, and lack of training of the service providers, which reflects the lack of commitment on the part of service providers such as MINEDU, the Regional Government and the Local Educational Management Unit. Our main recommendations being that the State, through the providers of this service, can promote the proper functioning of the service 15 assume a more solid commitment and take concrete measures to address the identified restrictions, establishing coordination and collaboration mechanisms between the service providers.
