Overland transportation in recent years has contributed to the development of all countries worldwide. It facilitates the population's access to different elements such as education, work and health care and thus improves the ability of companies to offer such as goods and services. According to studies conducted by the ministry of transportation and communications every year there are 1,240,000 deaths due to traffic accidents (Medri, 2013, p. 2). They are the main cause of death of the young population between 15 and 29 years old and there is an increase of 15% of vehicles annually. Also, road traffic injuries are the eighth leading cause of death worldwide, and the first among young people aged 18-29 years. Current predispositions indicate that, if immediate action is not taken, traffic accidents will become the fifth leading cause of death by 2030 (Medri, 2013, p. 2). "In Latin America according to the (WHO, 2015). About 17.5 people per-100,000 inhabitants (fatality rate) die in road accidents, which is lower than in Africa and Asia, and higher than in European countries" (International Transport Forum, 2017, p. 11). For this reason, it is important a solution to reduce accidents due to speed, therefore this research aims the application of VISSIM software in the research points of the CIRCUNVALACIÓN highway, these would yield answers to implement speed reducers as intelligent speed bumps, the implemented solution would help to reduce the number of vehicles that exceed the normative speed.
