Lima and Callao are cities that have been experiencing a disorderly and horizontal growth. By 2020, the two metropolises combined hosted a total of more than 11.7 million people and the drinking water and sewerage gap represented approximately 800 thousand inhabitants. Over the last few decades, informal urban expansion reached 93%, making it impossible to anticipate the demand for the water supply and drainage service. The objective of this study was to provide an answer as to why the urban development plan does not allow closing the water supply and drainage gap and how it is influenced by population growth, within the scope of responsibility of Sedapal. Research questions are answered by the analysis of rules, literature and interviews with both sector officials and people form peripheral areas, about their different experiences and approaches regarding the problem raised. The answers that were obtained showed that the two major factors preventing the closing of gaps are disorderly informal population growth and misalignment between urban development plans and sectors and regulatory standards. Bearing this in mind, it is recommended that the work of different governmental actors on sanitation matters be articulated, in order to achieve a population growth in areas designated for this purpose, discouraging invasions; additionally, it is appropriate that the Government redefines and establishes the competences of each body involved in order to improve the implementation of effective policies for urban planning.
