Abstract: La presente investigación abordo el problema del cambio de uso de suelo urbano y
el desarrollo sostenible del centro histórico del Cusco, en el período 2010 - 2018.
El objetivo del estudio fue explicar de qué modo la mudanza de uso del terreno
urbano, repercute en el desarrollo sostenible del centro histórico. El tipo de
investigación fue cualitativo, no experimental, con diseño de acción físico – social.
Se realizo el análisis de las agendas de tramites de licencias de construcción de los
años 2012, 2015 y 2018, de la Municipalidad Provincial del Cusco, en una segunda
etapa a nivel de trabajo de campo se trasladó la información en mapas para su
estudio espacial, los instrumentos que se utilizaron fueron: fichas documentales y
cartográficas, rúbricas y un cuestionario de preguntas estructuradas, que se
aplicaron a 47 personas entendidas en el tema y elegidos por conveniencia. Como
desenlace se presenta un alto y continuo cambio de uso de suelo residencial a uso
turístico y comercial, siendo el más afectado el barrio de San Pedro, seguido del
núcleo central, el barrio de San Blas y Pumaqchupan. La investigación permite
concluir que esta situación obedece a una rígida e inadecuada planificación,
reglamentación y control, tanto del cuidado del patrimonio cultural como de la
zonificación de usos de suelo urbano, afectando seriamente la sostenibilidad del
casco histórico del Cusco.
The present investigation addresses the problem of change in urban land use and the sustainable development of the historic center of Cusco in the period 2010 - 2018. The objective of the study was to explain how the change in urban land use affects the sustainable development of the historic center. The type of research is qualitative, non-experimental, with a physical – social action design. The analysis of the construction license processing agendas for the years 2012, 2015 and 2018, of the Provincial Municipality of Cusco, was carried out. In a second stage at the field work level, the information was transferred on maps for spatial study. The instruments used were: documentary and cartographic sheets, rubrics and a questionnaire of structured questions which were applied to 47 people who were knowledgeable about the subject and chosen for convenience. The outcome is a high and continuous change from residential land use to tourist and commercial use, with the San Pedro neighborhood being the most affected, followed by the central core, the San Blas neighborhood and Pumaqchupan. The investigation allows us to conclude that this situation is due to rigid and inadequate planning, regulation and control, both in the care of cultural heritage and in the zoning of urban land uses, seriously affecting the sustainability of the historic center of Cusco.
