The objective of this investigation is to facilitate a process of sustainable development in the districts of Huaro and Lucre, in the province of Quispicanchi, by means of discerning problems found in strategic planning procedures and offering specific solutions to these problems. In doing so, this investigation analyzes the determining factors in the strategic planning process through a comparative study of the concerted development plans of both districts. Since the realities of both districts are complex and dynamic, this investigation combines both a quantitative and a qualitative approach. The quantitative approach consisted of surveys and analysis of data from the National Institute of Statistics and Informatics (INEI). The qualitative approach consisted of methodological means such as qualifying tools and structured interviews to local authorities, officials, as well as planning and budgeting experts. This is an applied research of descriptive kind. While the general method guiding, this investigation follows hypothetical-deductive stipulations, the particular method follows comparative guidelines. The research design is classified as non-experimental. This investigation demonstrates a minimum level of participation of the population in the process of definition, articulation and administration of the concerted planning process. The outcomes of primary sources such as surveys and structured interviews support these findings. Likewise, outcomes of secondary sources, such as the qualifying tools that this investigation offers as an analytical tool, corroborate those findings. Lastly, this thesis suggests that as a result of the scant participation of the population and the indifference of politicians and experts, the planning process is outmoded. The major consequence of this state of affairs is a disjuncture between the processes of strategic planning and institutional budgeting. These three are major factors in determining the hitherto failure of the concerted planning process in the districts of Huaro and Lucre.
