Abstract: El desarrollo de habilidades blandas y habilidades duras es un elemento integral del
crecimiento profesional de los trabajadores; sin embargo, este desarrollo depende en gran
parte de la estabilidad laboral, donde períodos de desempleo prolongados puede poner a
estos trabajadores en una trayectoria negativa de acumulación de habilidades laborales, con
efectos persistentes en el largo plazo. En este contexto, la presente investigación tiene el
objetivo de determinar los efectos del desempleo en las habilidades del capital humano en
Perú para el período 2016 a 2018. La investigación tiene un enfoque cuantitativo, con un
diseño no experimental y un alcance aplicado. Para contestar a las preguntas de
investigación, se utiliza información detallada de datos de encuestas a nivel individual del
Programa para la Evaluación Internacional de Competencias de los Adultos -PIAAC junto
con datos de desempleo a nivel nacional. Se realiza un análisis de regresión tomando como
regresor a la tasa promedio de desempleo que la persona experimentó durante las edades de
18-25 años. Los resultados encuentran que un incremento de 1 punto porcentual en el
desempleo reduce un índice de habilidades duras de la PEA en 4%, también se identifica un
efecto negativo de 0.19 puntos en la escala de Likert para las habilidades blandas. Para el
caso de habilidades duras, se encuentra que un incremento de 1 punto porcentual en el
desempleo reduce en 2.9% a la habilidad numérica y 4% a la habilidad literaria. Para el caso
de habilidades blandas se ha identificado que cuando se incrementa el desempleo en un punto
porcentual, esto genera una reducción de 0.19 y 0.14 en la colaboración con el equipo y el
liderazgo del trabajador en la escala de likert.
The development of soft skills and hard skills is an integral element of the professional growth of workers; however, this development depends largely on job stability, where prolonged periods of unemployment can put these workers on a negative trajectory of job skills accumulation, with persistent effects in the long term. In this context, this research aims to determine the effects of unemployment on the skills of human capital in Peru for the period 2016 to 2018. The research has a quantitative approach, with a non-experimental design and an applied scope. To answer the research questions, detailed information from individual-level survey data from the Program for the International Assessment of Adult Competencies -PIAAC is used together with national-level unemployment data. A regression analysis is carried out taking as a regressor the average unemployment rate that the person experienced during the ages of 18-25. The results find that an increase of 1 percentage point in unemployment reduces a hard skills index of the EAP by 4%, a negative effect of 0.19 points is also identified on the Likert scale for soft skills. In the case of hard skills, it is found that a 1 percentage point increase in unemployment reduces numerical ability by 2.9% and literary ability by 4%. In the case of soft skills, it has been identified that when unemployment increases by one percentage point, this generates a reduction of 0.19 and 0.14 in collaboration with the team and worker leadership on the Likert scale.
