In this thesis a web tool for the development of costs and budgets for various civil engineering projects are implemented. For the development of this system an agile methodology (SCRUM) will be followed as a model of software development. The thesis is divided into chapters, each covering a specific topic. In chapter one of the thesis the problem arises, explained, bases and justifies why the development of it, exposing the general objective and specific objectives pursued. Chapter two preliminary studies or present state of the art of our research, also contains a history of current systems used for the issue of costs and budgets, it also contains all the theoretical basis used for analysis and system design. Also the tools used in the development and implementation of the system such as software development methodology, programming languages, database manager, Frameworks, ID and support tools for design. Chapter three explains the methodology and the type of applied research in the thesis, as well as the development of the system which is separated into 4 phases: Conception, preparation phase, construction phase, transition phase. Chapter four discusses the results of the thesis. And then the conclusions and recommendations, the fundamental part of the whole development of the thesis is extracted are set. Finally the bibliography used in all research, glossary and annexes presented.
