Abstract: El referéndum revocatorio es un mecanismo de democracia directa convocado por la
ciudadanía para cesar de sus funciones a una autoridad pública, permitiendo la
destitución de autoridades corruptas, abusivas o incompetentes. Sin embargo, las
revocatorias surgen muchas veces de conflictos entre partidos políticos y tienen menos
que ver con una sociedad indignada que con la fuerza comparativa de estos partidos
políticos, generando efectos adversos en la planificación local para las municipalidades
afectadas. En este contexto, la presente investigación busca identificar cómo las
condiciones políticas, económicas y sociales afectan a la revocatoria de autoridades de
la Región Cusco. Se emplea información detallada de los procesos de revocatoria a
nivel distrital del Observatorio para la Gobernabilidad del Jurado Nacional de
Elecciones para el período 2002-2018. La investigación es de tipo correlacional, con un
enfoque cuantitativo y un diseño no experimental. Los principales resultados han
identificado que un incremento de la población electoral en una desviación estándar
genera una reducción entre 9% y 11% en la probabilidad de revocar al alcalde. También
se ha identificado que ser mujer alcaldesa incrementa la probabilidad de ser revocada en
14% en comparación con un varón; un incremento en la ejecución presupuestal en 10
puntos porcentuales reduce la probabilidad de revocatoria en 32% y los distritos
ubicados en la zona rural tienen una probabilidad de revocatoria menor en 13%.
The recall referendum is a mechanism of direct democracy convened by citizens to dismiss a public authority from its functions, allowing the removal of corrupt, abusive or incompetent authorities. However, recalls often arise from conflicts between political parties and have less to do with an outraged society than with the comparative strength of these political parties, generating adverse effects on local planning for the affected municipalities. In this context, this research seeks to identify how political, economic and social conditions affect the recall of authorities in the Cusco Region. Detailed information on the revocation processes at the district level of the Observatory for the Governance of the National Electoral Jury for the period 2002-2018 is used. The research is of a correlational type, with a quantitative approach and a non-experimental design. The main results have identified that an increase in the electoral population by one standard deviation generates a reduction between 9% and 11% in the probability of revoking the mayor. It has also been identified that being a female mayor increases the probability of being revoked by 14% compared to being a male; an increase in budget execution by 10 percentage points reduces the probability of recall by 32% and districts located in rural areas have a lower probability of recall by 13%.
