The purpose of this thesis is to determine the dynamic modulus of a cold asphalt mixture made with recycled stone material from the Av. De la Cultura section 4th San Sebastián- Griffin Faucet Mobil, added with slow break cationic asphalt emulsion through monograms that provides the Shell method. The analysis of the asphalt folder was made through the Handbook of damages of asphalt concrete surface - PCI (Pavement Condition Index), it was decided to extract 43 sample, then to determine the% optimal percentage of asphalt the NAPA Method was used, The tests were carried out according to the procedures described in the Materials Testing Manual 2016. The results were also compared with the requirements of the NTE CE 0.10 Urban Pavements and Road Manual EG - 2013, to finally carry out the Marshall Design Modified. It was considered necessary to add new material from the asphalt plant of the Cusco Regional Government, as well as the slow break cationic asphalt emulsion of the Brimax - Lima Industry. Through the monograms provided by the Shell method, it was concluded that the Dynamic Module has a value of 3.5 x10 ^ 9 N/m2. which is classified as S1-100 considered high rigidity and normal contents of voids, which can be used in folders of high traffic for its maintenance or execution itself.
