This research allowed to develop a methodology called model GOTA (Gestión y Ordenamiento Territorial del Agua), to identify areas most vulnerable to water insecurity in a watershed, with an example of development and application in Piura river. The work consists of 4 stages, which are: the collection and packaging of information, design and application of the model, calibration and field validation, and analysis of final results. The information used was obtained from two main sources, the final diagnosis of the Chira - Piura Modernization Program (PMGRH) of the ANA basin; and the ZEE for regional management of natural resources of the regional government of Piura. To design the model the Water Poverty Index (IPH), which was modified and adapted to the conditions and characteristics of watersheds of Peru was used. The model consists of 30 indicators divided into 6 Sub analysis models, which are: resources, access, capacity, use, environment and quality; and the final map integrated. Calibration and field validation was performed for the pilot district of Buenos Aires where a participatory workshop with district and communal authorities to get conscious about the problems around water resources was made. Finally, there was a very detailed local district of Buenos Aires general analysis of the situation at river basin level. At basin level, the most vulnerable area located in the central part of the Alto Piura, and areas of Bajo Piura, in the province of Sechura was determined. The district most vulnerable corresponds to Rinconada Llicuar and the lowest degree of vulnerability to Piura. Locally, in the district of Buenos Aires, a detailed analysis of each indicator and diagnostic FODA matrix it was obtained. The GOTA model serves as a base tool to help integrated and participatory management of water resources through dissemination, training and awareness of the current situation to users and relevant authorities.
