Being informality is an activity developed by a large number of people who in turn make up small and micro-enterprises that lead to a social imbalance in which participants, workers, companies and micro-enterprises are outside the framework of the protection of insurance Health and labor law. Likewise, the present investigation indicates that the increase in informality is due to three main factors: taxes on workers and poor social security legislation, economic policies that affect the sectors most likely to opt for informality, and commercial reforms without an analysis of the impact it will have on the sectors of lower productivity. As mentioned in different publications and media, regarding tax evasion, we must highlight what was published in the by Peru Programs Radio (RPP, 2016), which states that "Tax evasion is a crime by which No taxes are paid to the State by hiding property or income. In Peru, according to SUNAT, evasion concentrates on mining and construction activities and sentencing for this crime, ranging from 2 to 12 years in prison, said Eric Cárdenas, compliance manager of the Intendency of Operational Management The SUNAT. Despite SUNAT efforts to reduce tax evasion in Peru, it now amounts to around S /. 25 billion (US $ 8.3 billion).
