This research is based on the importance of citizen participation in environmental issues to be framed in the management before the competent entities. Therefore, it is proposed that citizens organized in neighborhood boards can integrate the CAM to comprehensively address the environmental problems of the locality. The s are within the environmental management systems whose purpose is focused on the same line.The study is proposed through the application and documentary method, the incorporation, and the attributions that will be given to the neighborhood councils supported by Peruvian legislation. For this, we will point out the objectives that are sought to be achieved. First, we have the analysis of the coordination and consultation functions of the municipal environmental commissions, and on the other hand the neighborhood boards regarding their work. Likewise, the second objective argues the actions that have been carried out in South America and Europe by citizen participation and the competent bodies in terms of environmental issues. Therefore, by incorporating the neighborhood boards into the multi stakeholder composition of the CAM, manage to coordinate environmental proposals for the benefit of society.
