The general objective of this research was to formulate a legislative proposal that justifies the incorporation of legal norms where juvenile imputability is considered in juvenile offenders who commit criminal offenses from the age of fifteen. In such a way that the methodology is qualitative, through a documentary review, using the file technique, documentary analysis and the method applied in the current research is the analytical method to explain and understand the basis of this research. Among the results, it is specified that there are already legal ordinances that consider minors who infringe the criminal law to be imputable, thus violating not only the norm but also the fundamental rights of the aggrieved person. Likewise, it should be specified that one of the main obligations of the State, according to our Constitution, is the protection of the fundamental rights of children and adolescents, it should be clear that such protection also includes the protection of the rights of the victims of those minors in conflict with the criminal law. It is concluded that if civil legislation allows adolescents aged 14 to acquire adult responsibilities when they become parents, it is important that, in the criminal sphere, minors from the age of 15 should also be considered subjects of criminal action when they commit intentional crimes and attempt against life, integrity and sexual freedom, considering, of course, the rights of the victims of these subjects.
