The following thesis was developed in the Civil Engineering Professional Academic School of the Faculty of Civil Engineering and Architecture of the National University of San Martín - Tarapoto, for purposes of Civil Engineer degree, in compliance with current regulations. The purpose of this document is to present the results of the structural and functional physical vulnerability analysis in public and private buildings in view of the flood risk caused by the overflow of the Serrano stream, establishing levels of threat and vulnerability, these are combined, assigning values to determine risk levels based on general criteria for both floods and landslides, which allows the identification of "Critical risk sectors" in the situations mentioned, those with similar risk conditions, which are used to propose specific works and / or mitigation actions. Thus a situational diagnosis is made through the description of the most important aspects of the urban sector of Saposoa city; description of the public and private buildings considered in the urban area; research background with a brief account of methodologies used to carry out similar studies; the threats in the urban area of Saposoa city, making a historical compilation of adverse events occurred, as well as the identification of areas of threat or susceptibility; the vulnerabilities, with a detailed description of the methodology for the evaluation of structural and functional physical vulnerability, for which the methodology developed by Disaster Prevention and Studies Center (PREDES) has been taken as a reference, finally describing some reduction measures of risks. The results are presented at the final part of this study for a more than all territorial order with surveys in public housing and institutions, classified according to levels of vulnerability.
