This thesis was developed at the Professional School of Civil Engineering of the Faculty of Civil Engineering and Architecture of the National University of San Martin, to obtain the degree of Civil Engineer. It is a contribution to the society to define methods and strategies to facilitate the conservation, maintenance, optimization and cost of pavements in the district of Morales, province of San Martin. The contribution consists of a diagnosis of the current situation of the existing pavements in the urban zone, area of influence of the research, in the district of Morales, identifying the critical points. This leads to the establishment of a road management program to adequately manage methods and strategies to be used in the activities of conservation, maintenance and optimization of the pavements, optimizing the performance and cost for the activities of maintenance and conservation of the pavements in the aforementioned district. In-depth studies were conducted on aspects related to the current regulations, which, in this case, correspond to those managed by the national governing body, as well as aspects related to management. On this basis, pavement diagnostics activities were carried out, visually identifying the current state of the pavements in the different streets, determining that there are flexible and rigid pavements, where the presence of structural and surface failures was observed. In the first case, longitudinal and transverse cracks, unevenness of slabs, rutting, and in the second case, potholes, detachments, repairs, spalling of joints and deterioration of surface treatments. No critical points were identified. In addition, a management manual has been prepared to define the intervention of the municipal authority and its technical area, infrastructure manager or assistant manager, in order to carry out adequate pavement management and predict the probable unit costs of the items involved in pavement maintenance and upkeep. As a result of the study, the complete visual identification of pavements was achieved, characterized with tables, the preparation of the pavement road management manual and optimized unit prices for pavement maintenance items. It considers the items of labor, materials, equipment and tools, as required by the construction industry activity, a situation that will facilitate the formulation of the respective budgets, in the event that such conservation or maintenance is required.
