Cervical cancer is a public health problem in Peru and worldwide, as a consequence of the weaknesses of the health system. It is a situation that negatively affects the well- being of women and the population in general and therefore, brings personal, social and economic repercussions on morbidity and mortality. The general objective of this thesis is to propose an innovative management model to strengthen the prevention and control of cervical cancer at the Hospital EsSalud Tarapoto. Period 2013. As materials and methods for the present applied research - non-experimental propositional -, we used instruments which allowed us to gather information and design the proposal management improvement. The universe in which this research was carried out was made up of all the patients attended by the Program in 2013, of whom 191 were attended monthly and 58 were surveyed. A review of management documents was carried out for data processing.: Operational Plan, Strategic Plan, patient record book and cytology record book,. Results qualified the management in the cervical cancer prevention program as regular at 58%. The following elements were used to propose the theoretical model of innovative management: information obtained from the diagnosis of the processes, the theoretical basis of the quality cycle, information and communication technology as a tool for improvement; emphasizing the feedback and continuous improvement of the early detection of cancer, as well as the improvement of the actions of promotion, prevention, early detection and management of premalignant lesions. For the validation of the model design, the Delphi method was applied, the information was validated by a consensus of 5 anonymous experts who qualified the design as significant and relevant at 80%. Conclusions: The theoretical model of innovative management to strengthen the prevention and control of cervical cancer, was validated on the basis of the results obtained through the application of the Delphi method, and taking into accout the consensus of opinion of the 5 experts, who qualified it at 80% in range of quite to very relevant; as described by Reguant and Torrado.
