The objective of this study is to design a program of work on values to reduce aggressive behavior in 4th grade "A" students of the primary level of the Tarapoto Educational Institution and corresponds to a descriptive and propositional design because it seeks to collect information with the purpose of describing it and proposing a design to reduce aggressive behavior in primary school children. The population, the object of the study, consisted of 30 students of the 4th grade "A" of the primary level of the Tarapoto Educational Institution. The sampling was intentional by convenience. The instruments used to collect information were elaborated according to the theory proposed with reference to its design and elaboration, the Likert scale, also using a process of validity through expert judgment and reliability through Cronbach's alpha coefficient. It is concluded that the design of a work program on values will reduce aggressive behavior in 4th grade "A" students of the primary level of the Tarapoto Educational Institution. In relation to the variable aggressive behavior, it is concluded that 60.00% present verbal aggressive behavior that is characterized by disqualifications, mockery, insults, extortion, manipulations, scribbling, denying permission without justification, abandonment, threats, etc., and in relation to the variable strategies for working on values, 36.67% state that elaboration strategies are of greater use and are characterized by the fact that they are based on creating connections between what is new and what is familiar, for example: summarizing, taking free notes, answering questions, describing how the information is related. Writing is one of the best memory reinforcement techniques.
