The thesis entitled Prior control and payment management in the District Municipality of San Pablo, province of Bellavista, 2022, applied type research, correlational descriptive level, non-experimental design, having as population the municipal workers and the sample of 18 workers related to prior control and payment management, applying the questionnaire and the documentary analysis sheet as instruments, in the results it was expressed that the level of implementation of the institutional objectives of prior control, the average values reach 27.8% for bad, regular with 55.6% and good with 16.7%; the level of implementation of the functional aspects of prior control, the average values reach 27.8% for bad, regular with 66.7% and good with 5.6%; the level of compliance with the procedural aspects of payment management, the average values reach 16.7% for bad, regular with 72.2% and good with 11.1%; and the level of compliance with the financial execution of the management of the average values reach 22.2% for bad, regular with 55.6% and good with 22.2%. Finally, it is concluded that there is a significant relationship between prior control and payment management in the District Municipality of San Pablo, province of Bellavista, 2022, evaluated with Spearman's Rho, which assumes a value of 0.667 and significance equal to 0.00, condition indicating a moderately high positive correlation.
