The research aimed to determine the relationship of local governments with the national context, in terms of revenue collected, population in the territorial area, and the type of effort to capture revenue. There is a high correlation between the country's budget with total local governments, 0.8195, and with those of the Loreto department, 0.9342, which means that a good performance of the country's economy and finances is being transferred to them. It is lower with the local governments of the Maynas province, 0.1320. There is a lack of equity in Maynas province, 0.550 in 2016, and 0.4374 in 2020. Maynas - Iquitos has 0.6666 in 2016 and 0.6021 in 2020. Punchana, Bethlehem and San Juan Bautista have a low degree of equity, and by 2020 all of them were reduced. Rural districts have differentiated degrees of equity, several of them have extremely high degrees, such as Indiana, Napo and Torres Causana. Maynas – Iquitos is focused on the transfer of Foncomun and some oil canon, 70.35% in 2019. The Incentive Program, 14.31% in 2016.
