The objective of the research was to analyze the relationship between the programming of goods and services and the link that exists with the annual contracting plan in the municipality of the province of Maynas, period 2022. Its design was simple correlational, non-experimental, transversal and descriptive, the population and sample was 60 servers, all of them from the institution, the same questionnaire was used to collect the information, the same one that was validated by experts and compared by Cronbach's alpha, the results obtained in relation to The programming variable showed that it is being executed at a regular level (51%, 28.57% low and 20% high). It can be assumed that management problems will arise if programming is not used as a tool to meet the objectives. institutional in the short and medium term, on the side of the annual hiring plan variable, a regular scale of 51.43% is observed; a low level of 25.72%; and a high level of 22.85% significantly the municipality is not adequately using the tools and instruments provided by the regulations. With respect to the independent variable programming and the dependent variable annual hiring plan, a positive dispersion is shown. Regarding the examination of the dispersion figure, only 92.16% of the programming affects the annual hiring plan.
