Ética en la función pública, caso municipalidades de la ciudad de Iquitos, año 2022

Abstract

El objetivo de la investigación es determinar la relación de las municipalidades de la región en lo que respecta a la conducta funcional y corrupción, y el grado de cada una de ellas. Entre los países de América Latina existen resultados preocupantes de índice de percepción de corrupción; Perú tiene fuerte problema de corrupción está en la cola de este grupo de países, al año 2015 alcanzó la ubicación 88, con retroceso muy grande al 2021, puesto 105. Se observa el índice nacional de corrupción e inconducta funcional, donde presentan los resultados más altos de corrupción, y entre los tres primeros está el Gobierno Regional de Loreto, ranking 3, llegando a un puntaje total de 89.8. Las municipales provinciales del departamento de Loreto presentan menores resultados de corrupción, comparativamente con el gobierno regional. La municipalidad provincial de Maynas, ranking 780, es la que presenta mayores niveles de corrupción que las otras entidades provinciales, llegando a un puntaje total de 34.2, correspondiendo el mal performance en la dimensión 1, inconducta funcional. Las municipales distritales de la provincia de Maynas, departamento de Loreto, presentan altos resultados de corrupción, comparativamente con los municipios provinciales. La municipalidad distrital de Punchana, ranking 409, es la que presenta mayores niveles de corrupción y la municipalidad distrital de Belén, ranking 562, llegando a un puntaje total de 42.2.

The objective of the investigation is to determine the relationship of the municipalities of the region with regard to functional conduct and corruption, and the degree of each one of them. Among the Latin American countries there are worrying results of the corruption perception index; Peru has a strong corruption problem and is at the bottom of this group of countries, in 2015 it reached position 88, with a very large setback in 2021, position 105. The national index of corruption and functional misconduct is observed, where they present the highest results of corruption, and among the first three is the Regional Government of Loreto, ranking 3, reaching a total score of 89.8. The provincial municipalities of the department of Loreto have lower corruption results, compared to the regional government. The provincial municipality of Maynas, ranking 780, is the one with the highest levels of corruption than the other provincial entities, reaching a total score of 34.2, corresponding to poor performance in dimension 1, functional misconduct. The district municipalities of the province of Maynas, department of Loreto, present high results of corruption, compared to the provincial municipalities. The district municipality of Punchana, ranking 409, is the one with the highest levels of corruption and the district municipality of Belén, ranking 562, reaching a total score of 42.2.
