The objective of the research was to evaluate the socio-environmental factors that intervene in the management of household solid waste in times of increase in the lower area of Belén, since an inadequate management of municipal solid waste is perceived as a product of ignorance of segregation techniques at the source, and responsibility towards the neighbor when they accumulate their waste for collection, without considering the care of public spaces. This is the case of household solid waste, one of the main causes is generation, residents are only concerned with disposing of their waste, without paying attention to the destination that awaits them and the consequences that it entails for the environment, its components, and the health of the population. The research methodology was descriptive because it allowed us to verify the socioenvironmental factors that determine the management of household solid waste generated in the lower area of Belén in reference to the rising of the river, and it is not experimental since we identified the existing situation. As important results we can indicate that the respondents are not satisfied with the work of solid waste collection in the lower area of Belén by the District Municipality of Belén and they state that the collection is carried out sometimes (72%). Regarding the participation of the population in cleaning campaigns, respondents state that only 29 (48%) respondents participate and that 20 (33%) respondents never participate. And in reference to developing attitudes of conservation of the Itaya River, 30 (49%) respondents answered the scale sometimes they contribute with care, while 22 (36%) respondents do not assume positive attitudes of conservation of the environment.
