The phenomenon of globalization has led to territorial urban systems to adapt to the new demands of the global financial markets and to become competitive to achieve the improvement of the quality of life of its population. Peru and other countries of the world is no stranger to this reality, as one of the emerging countries in recent decades in Latin America has signed several bilateral cooperation agreements and free trade agreements with many countries and is a member of various organizations Alliance international and economic Cooperation of the countries of the Pacific Rim (APEC), the Board of the Cartagena Agreement or Andean Pact (JAC) and MERCOSUR, giving priority to different economic sectors of mainly. The Amazon region has however failed to be inserted into this process, we could say that postponed, its main urban centers is maintained although some have experienced population growth have failed to boost its urban and economic development, persist inadequate living conditions, alarming levels of urban poverty, basic sanitation needs unsatisfied with precarious economies trade, timber and agricultural character, where the largest employer remains the state and many outside the main routes of river transport. Santa Clotilde, Napo district capital, is one of these settlements, fighting for its survival; along with the town center Mazán are the largest population agglomerations in the Napo River Basin. Its strategic location between the border with the Republic of Ecuador and the city of Iquitos (capital and main urban center of the Amazon), together with the Treaty of Peace and PeruEcuador Binational Cooperation, Santa Clotilde have a huge potential for development as Intermediate Border Town center expanding its role Provider center Goods and Services Territorial Planning center, commercial, tourist, bordering commercial and tax facilities. The present work Professional Sufficiency corresponds to a proposal Scheme Urban Planning of the City of Santa Clotilde, capital of the District of Napo, located on the right bank of the Napo River, on the border with the Republic of Ecuador, Province of Maynas, Department Loreto. Framed within the territorial strategic planning process exploiting the possibilities that gives the Treaty of Peace and Cooperation Peru-Ecuador Binational and the Binational Border Development.
