The lack of an adequate land and cadastral planning policy of the competent authorities causes the informal and disorderly growth of companies. At the district level, this problem is deepening since the insufficiency of human and technological resources added to a deficient management policy in terms of collection of economic resources causes the existence of high delinquency rates and therefore this triggers low rates collection of taxes. In Peru, there have been infrastructure concessions since 1970 and since then it has tried to promote an adequate legal and regulatory framework for the development of projects that generate development through public-private association in which the state and private company achieve through adequate mechanisms meet the needs of citizens. Among the many needs that the State cannot meet, not only because of costs, but also because of efficiency and control in the management of resources, is the construction of infrastructures as well as the participation of the private sector as a concessionary entity, responsible for construction. , operation and maintenance of these infrastructures. This present thesis project is intended to be a useful tool and demonstrate the feasibility of how a Cadastral Concession project applied to a local government, would reduce the delinquency rate by increasing property income and therefore own resources, improving municipal property income.
