This research aims to analyse the NEC contract philosophy and how it would improve the government administration of the state works sector in Peru. Public works management in Peru is administered by Contracting Law No. 30225, admitted by supreme decree No. 344-2018-EF. According to the perspective of the professionals involved and the annual reports of the Comptroller General of the Republic, this regulation has had improvements. However, it still generates adversity among the actors, resulting in many stagnant, unfinished, overvalued works, etc. We are demonstrating the need to implement modifications in current regulations to obtain better results. The research was conducted based on documentary analysis, with a mixed, descriptive, and correlational methodology, analysing the implementation of the new philosophy of engineering agreements (NEC). Proposal to improve the efficiency of the management of the NEC contract philosophy. The state procurement law was analysed using a SWOT matrix, and weaknesses, threats, strengths, and opportunities were identified. This allowed the comparison to be made with the NEC philosophy. In addition, three public sector projects are evaluated to identify deficiencies in these efforts. The objective is to propose a practical guide based on the NEC philosophy and how this model would improve the state contracting system.
