The investigation was carried out in the Cusco Regional Government with information provided by the Human Resources Office in order to determine the relationship that exists between Human Resources Management and the performance evaluation of permanent staff at the Cusco Regional Government headquarters - 2019 The research is descriptive, which associates the study variables. A survey was applied to permanent staff who worked from March to June 2019. The Human Resources Management questionnaire was made up of 9 items and Labor Performance with 9 items, with a Likert scale, making a total of 18 items. The validity and reliability according to Cronbach's Alpha coefficient and the results obtained were 0.826, for the Human Resources Management and Labor Performance questionnaire, therefore, they are reliable and consistent. The Spearman ratio coefficient was used as a statistic, in which a value of 0.859 is observed, which means that there is a positive correlation, and with respect to the value of "sig." A result of 0.000 was obtained, which is less than 0.05 (level of significance), therefore, there is a significant relationship between Human Resources Management and Labor Performance of permanent staff in the Regional Government 2019. In the discussion of The research reveals the research findings, the literary comparison and the implications of the study for the future. The research aims for public entities to take into account Human Resources Management as a fundamental aspect for the strengthening of the civil service and the continuous improvement of public administration in order to standardize and align the processes and products of the Human Resources System in public entities, which will contribute to the performance of public servants.
