This research takes, as a framework, the representation and representativeness from the civil society. In fact, this work develops a study case of the process of building the institutional agenda at the National Coordinator of Human Rights [hereinafter CNDDHH]. Since we start from the premise that this process is the tangible fact that allows to identify which are the issues that the coalition decides to represent in the public sphere, consensually. For that reason, we propose as a central question: How is the institutional agenda of the CNDDHH as a platform for representation of the human rights movement in Peru? We raise this issue in order to understand how the representation of civil society is developed at the internal level. Which means, a space characterized by dynamics of participation, deliberation and internal negotiation, that affect in a healthy way the quality of the public participation of the CNDDHH. This study raised a qualitative methodology. The material and official documents that were reviewed, were related on the creation of the CNDDHH, the process of formation of the institutional thought and the organizational structure of the coalition. In addition, there were realized participant observation, in-depth interviews and semi-structured interviews that were taken to workers, managers and former managers of the CNDDHH. With this information, it was possible to confront the information obtained in other documents, collect reliable information about internal processes and to gather opinions about the institutions, mechanisms and institutionalized spaces, which are linked to the process of building the institutional agenda. Our research is divided into three chapters. The first one develops a theoretical-conceptual framework that outlines a general review of the democratic theory and underlines the main characteristics of the deliberative model in order to identify the link of its postulates with civil society. By this fact, we present the definition that we assume in this research, regarding it. In addition, we present the concepts of political culture, social capital, representation and also we develop a state of the question about civil society in the Latin American context and in a specific way in the Peruvian context. Our theoretical-conceptual review serves as a basis for understanding the information collected during field work and contributing to the analysis of our hypothesis. The second chapter exposes the research methodology. It indicates the justification, the approach of the problem, the research questions, the general and specific objectives drawn from them and the hypothesis. The method and techniques used during the research process are also explained. The third chapter presents the case study and is organized into three sections. The first section presents a general description of the birth of the human rights movement in order to contextualize the creation of the CNDDHH. The second, narrates in general the history of the creation of the CNDDHH, describes the institutional thinking, organizational structure and functioning of it. And, the third one, analyzes the case study considering variables such as organizational structure, centralism and social capital.
