Abstract: Dentro del sistema democrático los partidos políticos requieren para su existencia tanto del posicionamiento dentro de los grupos sociales a quienes representa, como también del financiamiento, lo que por ende demanda fiscalización por parte de los Estados. En ese contexto, el objetivo de ésta investigación fue diagnosticar los niveles de transparencia en el financiamiento de los partidos políticos en el Perú, 2019. El diseño de investigación fue no experimental, de tipo documental y enfoque cualitativo. La población de ésta investigación se encuentra conformada por: a) Legislación en materia de Financiamiento de partidos políticos peruana y chilena. b) Partidos políticos peruanos: Acción Popular, Partido Popular Cristiano, Partido Aprista Peruano y Fuerza Popular. Los instrumentos de recolección de datos fueron: Ficha de observación y entrevista semiestructurada a representantes de los partidos políticos. Concluye: 1. La normativa vigente en el Perú presenta vacíos legales al momento de su aplicación lo que deriva en bajos niveles de transparencia en materia de financiamiento de los partidos políticos. 2. Los sistemas de financiamiento a los partidos políticos chileno y peruano se diferencia fundamentalmente respecto a cómo se regula los aportes que reciben los partidos políticos. 3. Los partidos de la muestra expresaron la necesidad de la existencia de partidos sólidos e institucionalizados. 4. La reforma constitucional sobre el financiamiento le ha otorgado un fundamento constitucional a la regulación del financiamiento a los partidos políticos. 5. Los órganos de control y fiscalización tanto la ONPE como el JNE, no han trabajado de una manera conjunta y vinculada, lo que redunda en que las acciones de una anula a la otra y no se crean políticas jurisdiccionales trascendentes y efectivas.
Within the democratic system, political parties require for their existence both positioning within the social groups they represent, and also financing, which therefore demands oversight by the States. In this context, the objective of this research was to diagnose the levels of transparency in the financing of political parties in Peru, 2019. The research design was non-experimental, of a documentary type and a qualitative approach. The population of this research is made up of: a) Legislation on political party financing. b) Peruvian political parties. To delimit the sample under study, an intentional sampling was applied at the discretion of the researcher, which is why it was decided to select: a) Legislation on the subject of political party financing in Peru and Chile. b) Peruvian political parties: Acción Popular, Partido Popular Cristiano, Partido Aprista Peruano and Fuerza Popular. The data collection instruments were: Observation sheet and semi-structured interview with representatives of the political parties. The regulations in force in Peru present legal gaps at the time of their application, which results in low levels of transparency in matters of political party financing. The Chilean and Peruvian political party financing systems differ fundamentally with respect to how the contributions received by political parties are regulated. 3. The parties in the sample expressed the need for the existence of solid and institutionalized parties. 4. The constitutional reform on financing has given a constitutional basis to the regulation of political party financing. 5. The control and supervision bodies, both the ONPE and the National Jury of Elections, have not worked in a joint and linked manner, which results in the actions of one canceling out the other and not creating transcendental and effective jurisdictional policies.
